WORLD GOVERNMENT

    Below is a list of the World Government functions in process in today's world.

A. Globalization is the process of interaction and integration among people, companies, and governments worldwide.    As a complex and multifaceted phenomenon, globalization is considered by some as a form of capitalist expansion which entails the integration of local and national economies into a global, and unregulated market economy.

B. The Sustainable Development Goals (SDGs) are a collection of 17 global goals designed to be a "blueprint to achieve a better and more sustainable future for all."    The SDGs, set in 2015 by the United Nations General Assembly and intended to be achieved by the year 2030, are part of UN Resolution 701, the 2030 Agenda.
    The Sustainable Development Goals are: 1. No Poverty    2. Zero Hunger    3. Good Health and Well-being    4. Quality Education    5. Gender Equality    6. Clean Water and Sanitation    7. Affordable and Clean Energy    8. Decent Work and Economic Growth    9. Industry, Innovation, and Infrastructure    10. Reducing Inequality    11. Sustainable Cities and Communities    12. Responsible Consumption and Production    13. Climate Action    14. Life Below Water    15. Life On Land    16. Peace, Justice, and Strong Institutions    17. Partnerships for the Goals

C. International Community is a phrase used in geopolitics and international relations to refer to a broad group of people and governments of the world.    It does not refer literally to all nations or states in the world.    The term is typically used to imply the existence of a common point of view towards such matters as specific issues of human rights.    Activists, politicians and commentators often use the term in calling for action to be taken; e.g., action against what is in their opinion political repression in a target country.
    The term is commonly used to imply legitimacy and consensus for a point of view on a disputed issue; e.g., to enhance the credibility of a majority vote in the United Nations General Assembly.

D. Global Governance is a movement towards political cooperation among transnational actors, aimed at negotiating responses to problems that affect more than one state or region.
    Institutions of global governance:
The United Nations or UN
The International Criminal Court or ICC
The World Bank or WB
The World Health Organization or WHO
    This tends to have limited or demarcated power to enforce compliance.    Global governance involves multiple states including international organizations with one state having more of a lead role than the rest.    The modern question of world governance exists in the context of globalization and globalizing regimes of power: politically, economically and culturally.    In response to the acceleration of worldwide interdependence, both between human societies and between humankind and the biosphere, the term "global governance" may name the process of designating laws, rules, or regulations intended for a global scale.

E. New World Order a conspiracy theory referring to the emergence of a totalitarian one world government or politically any period of history evidencing a dramatic change in world political thought and the balance of power.
Trilateral Commission, and similar think tanks and private clubs, are illuminated conspirators plotting to impose a totalitarian New World Order-the implementation of an authoritarian world government controlled by the United Nations and a global central bank, which maintains political power through the financialization of the economy, regulation and restriction of speech through the concentration of media ownership, mass surveillance, widespread use of state terrorism, and an all-encompassing propaganda that creates a cult of personality around a puppet world leader and ideologizes world government as the culmination of history's progress.
The New World Order or NWO is claimed to be an emerging clandestine totalitarian world government by various conspiracy theories.
    The reverse side of the Great Seal of the United States (1776).    The Latin phrase "novus ordo seclorum,"
appearing on the reverse side of the Great Seal since 1782 and on the back of the U.S. one-dollar bill since 1935,
translates to "New Order of the Ages" and alludes to the beginning of an era where the United States of America
is an independent nation-state; conspiracy theorists claim this is an allusion to the "New World Order."

F. Global Political Authority is a world government, global government or cosmocracy as the concept of a common political authority for all of humanity, giving way to a global government and a single state or polity with jurisdiction over the entire world.
Francis also called for a new global political authority tasked with "tackling ... the reduction of pollution and the development of poor countries and regions."
His appeal echoed that of his predecessor, pope Benedict XVI, who in a 2009 encyclical proposed a kind of super-UN to deal with the world's economic problems and injustices.

G. United Nations an intergovernmental organization responsible for maintaining international peace and security, developing friendly relations among nations, achieving international cooperation, and being a center for harmonizing the actions of nations.    It is the largest, most familiar, most internationally represented and most powerful intergovernmental organization in the world.    The UN is headquartered on international territory in New York City; other main offices are in Geneva, Nairobi, Vienna and The Hague.

    The United States Senate is the most august deliberative body in the world.    In Federalist No. 63, James Madison, the principle architect of the U.S. Constitution, reasoned that with fewer members and longer terms than the House of Representatives, the Senate would be insulated from the pressures of reckless popular politics.    Hence, it would possess the requisite coolness needed for self-restrained deliberation.
    With the REAL ID Act just approved by the House in a 261-161 voice vote, temperate deliberation on the Senate floor is sorely needed.    Proponents of the REAL ID Act claim it is an anti-terrorism measure meant to protect American lives.    According to House Judiciary Chairman James Sensenbrenner (R-Wisc.), the legislation's author, the Act will "prevent another 9/11-type attack by disrupting terrorist travel."    Although the Act will make it easier for the national government to monitor suspected terrorists, it also lays the groundwork for a national identification system that threatens to invade the privacy of ordinary Americans.
    At first blush, the requirements of the REAL ID Act do not appear onerous.    For example, the Act commands state governments to include nine categories of information on all state-issued driver’s licenses such as full legal name, a digital photograph, and address of principle residence.    These items are already found on most, if not all, driver's licenses.
    However, the ninth category requires states to use a "common machine-readable technology, with defined minimum data elements."    In implementing this and the other requirements, the Secretary of Homeland Security would be empowered to impose regulations arbitrarily on all citizens.    This broad and highly intrusive power is key, considering the recent advancements in technology.
    Radio frequency identification (RFID) chips, which are smaller than the width of a human hair, currently can hold up to 64K of memory-an amount of storage capacity that not long ago was standard for most personal computers.    These chips can easily store biometric data such as a person's digital fingerprints, iris scans, or DNA information.    With a quick scan of the chip, the data can be broadcast to a federal official with the proper scanning equipment.    These chips are already being used by the State Department in its new "smart passports" and could easily be integrated into other types of identification cards.
    With federal regulation, the Homeland Security Secretary could require states to adopt RFID technology in driver's licenses.    The Secretary might also require that these chips contain fingerprints, iris scans, and other biometric data.    In addition, the Secretary could require the states to include personal information such as criminal history, employment history, or firearm ownership-all in the name of "homeland security."    As RFID technology improves, the chips in driver's licenses could even be read remotely at greater distances, permitting the federal and state governments to know a citizen's location at any time.
    If states were to fail to implement the Secretary's requirements, federal agencies would refuse to accept the driver's license for official purposes.    This means that a citizen would not be permitted to board planes and trains if his identification card (i.e., a driver's license) does not meet the federal standards.    This clearly clashes with the Supreme Court's recognition of the right to travel as a fundamental right that can only be burdened by restrictions narrowly tailored to serve a "compelling" governmental interest.    While the government certainly has a compelling interest in protecting Americans from terrorist attacks, jeopardizing the privacy of all American citizens is not warranted.    Surely safeguarding Americans can be furthered by a far less restrictive and intrusive mechanism than that prescribed by the REAL ID Act.
    Not surprisingly, the REAL ID Act is opposed by diverse groups including the American Civil Liberties Union, American Conservative Union, Free Congress Foundation, Amnesty International, and U.S. Conference of Catholic Bishops.    Rather than fighting terrorism, Marvin J. Johnson, the ACLU Legislative Counsel, predicts that the REAL ID Act will "only serve to restrict our freedoms and invade our privacy."
    Considering the carte blanche that would be given to the Secretary to promulgate regulations regarding "common machine-readable technology," the concerns raised by the ACLU and other groups are very real.    So far, our massive leaps in technology have not brought Orwellian monitoring by Big Brother.    The REAL ID Act, however, could change this completely.    At the very least, it places too much discretion in the hands of the Homeland Security Secretary to monitor Americans and unnecessarily interferes with the fundamental right to travel.
    It also lays the groundwork for a national ID system common in some European and South American counties.    In many of these systems, citizens are required to keep their ID cards ("your papers") with them at all times, and they face stiff penalties for failure to comply.    Americans have been insulated from such a system in which government officials can arbitrarily demand their "papers."    The REAL ID Act is unfortunately a giant step in this direction.
    James Madison envisioned the Senate blocking legislation sparked by "irregular passions" and "artful misrepresentations" that might influence the House of Representatives.    There are perhaps no two better phrases to describe the impetus behind REAL ID Act than those used by Madison over 200 years ago.    Let us hope that the Senate will live up to Mr. Madison's expectations by rejecting this latest legislation that unnecessarily circumscribes liberty in the name of national security.

2/11/2020 Louisville may get 2 Real ID locations by Sarah Ladd, Louisville Courier Journal USA TODAY NETWORK
    Kentucky Transportation Cabinet officials said Monday that they're working to get "a minimum of two" Real ID offices to Louisville.
    Sarah Jackson, the cabinet's Real ID project manager, told reporters one location may be in southwest Louisville, around Dixie Highway, and the other may be in central Louisville.
    "Currently, we're looking at all properties," Jackson said.    But, they're considering one government-owned space and one that's not.
    She also said one centrally located office in Lexington may open in the next few months.
    The Real ID office in Frankfort is open to people of all Kentucky counties.    Jackson said the cabinet hasn't tracked how many people are coming in from around the state to Frankfort.
    "People have business in Frankfort so they might find themselves here," she said.    "And then there are people who are happy to travel from Louisville or Lexington just because they wanna get this behind them."
    She said licenses are coming out quicker than estimated and there have been no issues with ID speeds at the other locations.    The IDs are estimated to arrive 10 to 15 days after application, and Jackson said people are reporting they received theirs within seven days.
    She also said the small and gradual rollout has allowed the cabinet to learn from issues and constantly improve the process.
    Kentucky-issued driver's licenses will be valid at airports, federal courthouses and military facilities until October, when the state's extension on complying with the federal Real ID Act expires.    At that time, people will need a passport or a Real ID as identification.
    Kentucky has struggled to roll out its Real ID program since the state legislature passed a bill in 2017 to comply with the federal law, which was passed in 2005 to increase security following the 9/11 terrorist attacks.
    The law sets standards for stateissued driver's licenses and identification cards, including Real ID-compliant marking.
    In Jefferson County, residents were originally scheduled to be able to get the new IDs starting in March.    But the rollout was pushed back, launching in Franklin and Woodford counties in June.
    Officials have encouraged people to visit drive.ky.gov/confidentKY and fill out an ID guide quiz to find out which documents they need to get a Real ID.

2/21/2020 Millions of Americans still don't have a 'Real ID' by OAN Newsroom

    Millions of Americans still do not have a 'Real ID,' which may pose some problems for air travel later this year.
    According to the U.S. Travel Association, at least 99 million Americans don't have the new ID, which will be required to fly beginning October 1, 2020.
    Ahead of the new rule, several lawmakers have asked the Department of Homeland Security to come up with a contingency plan, so people aren't turned away once the new law takes effect.
    Travel experts have said the change in ID requirements could impact holiday travel.
    "We're absolutely not 'Real ID' ready at all, we know 99 million Americans don't have a 'Real ID'," Tori Barnes, Vice President of the U.S. Travel Association.    "It's going to be Thanksgiving 2020 where Grandma goes to get on a plane and she can't go see her grandkids."
    TSA agents are already informing travelers of the upcoming requirements in an effort to encourage individuals to obtain the new ID.
    The Real ID Act was among new security laws enacted in the wake the 9/11 terrorist attacks, but some states have been slow to implement the changes.

    Hegelian Dialectic philosophy is an interpretive method in which the contradiction between a proposition (thesis) and its antithesis is resolved at a higher level of truth (synthesis), usually presented in a threefold manner, was stated by Heinrich Moritz Chalybaus as comprising three dialectical stages of development: a thesis, giving rise to its reaction; an antithesis, which contradicts or negates the thesis; and the tension between the two being resolved by means of a synthesis.
    Hegelianism is the philosophy of George Wilhen Fredrich Hegel which can be summed up by the dictum that "the rational alone is real," which means that all reality is capable of being expressed in rational categories.    His goal was to reduce reality to a more synthetic unity within the system of absolute idealism.
    Dialectic or dialectics, also known as the dialectical method, is at base a discourse between two or more people holding different points of view about a subject but wishing to establish the truth through reasoned methods of argumentation.
    Bottom line it is MASS MANIPILATION which is forming in a new WORLD GOVERNMENT.
    As you my have read my file on Globalism, which shows the start with WWI creating the League Of Nations (58 naations for a World Government).
    Then in WWII they created the United Nations or the New World Order.
    A man named Alger Hiss became the acting Secretary General and wrote the Charter for it, and in time was convicted as a Communist spy which means it was influenced by Socialism, and in time it gained to 193 memeber states, with the Vatican and Palestine non members.
    The United States drove it until U.S. President Donald Trump got us out of it.
    Soon after they started a national I.D. system or card, called the Homeland Security Act 2002, which was not authorized after 911.
    It was signed into law by President George W. Bush in November 2002.    HSA created the United States Department of Homeland Security and the new cabinet-level position of Secretary of Homeland Security.
    A 911 commision decided to add it to driver liscence and Tom Ridge said National I.D. card was not wanted, so eventually they passed the Real ID Act and attached Congress Military App cap bill on May 10th, 2005, and used the bill for Bush to sign it into a law with it attached.
    And you know the rest because this is when the mass surveillance started, which Rep. Rand Paul warned us about and eventually lead all the eway to the Obama administration and the FISA-survellance abuse and masking that is just now being uncovered during the Trump administration.
    SO WAKE UP AMERICA AS THIS NEW ONE WORLD GOVERNMENT ALMOST TOOK US OVER THANKS TO TRUMP BEING ELECTED AND IS THE REASON WHY HE IS BEING ATTACKED RELENTLESSLY AS WELL AS OUR RELIGIONS.
    Also many are concerned about World War III and think they can resolve it with their control, but as Revelation 9:15 says one-third of mankind (humanity) will be killed but that prophecy is for those who all on the earth, not those who have been taken before that.

    If you still don't have the travel compliant Real ID, you can move that item down your to-do list.    The countdown clock has reset because of the coronavirus pandemic, giving you another year to get yourself a compliant ID before the new deadline of Oct. 1, 2021.
    The original Oct. 1, 2020, deadline was supposed to mark the completion of the final phase of the REAL ID Act of 2005, which Congress passed on recommendation from the 9/11 Commission after the Sept. 11 terrorist attacks.    That act aims to provide "minimum security standards" for the issuance of identification nationwide.    It requires Americans to have a compliant ID to board U.S. domestic flights.    (A passport has and will continue to be required for international flights.)    But the COVID-19 pandemic has delayed that plan.    On March 26, Acting Homeland Security Director Chad Wolf announced that the department would delay the requirement to have a Real ID to board domestic flights in the United States.
    What if my driver's license is about to expire?
    Some states have extended the expiration of driver's licenses amid the coronavirus pandemic, so check with your state's driver's license agency.
    What happens if I try to fly with an expired license?
    If your license expired after March 1, 2020, and you've been unable to get it renewed, don't worry.    The Transportation Security Administration states on its website that it will accept licenses for up to a year after expiration.
    How do I know if I have a Real ID-compliant license?
    Here's how you do it: Look at your driver's license or state ID.    If you see a gold star in the upper right corner, your ID is likely compliant, though the TSA notes that legacy Ohio driver's licenses have a gold star marking on the card, and Real ID-compliant Ohio driver's licenses have a black cut-out star instead.    If you aren't sure whether your card is compliant, contact your state's driver's license agency.
    If you do not see a star, then you'll need to either get a new ID or use another TSA-approved form of identification, such as a passport, passport card or military ID, when you fly after Oct. 1, 2021.
    Where do I go, what do I do, to get a Real ID?
    The Department of Homeland Security's Real ID website has state-by-state information.    But make sure you check with your state's issuing agency for up-to-date information on hours, whether you need to make an appointment and any other COVID-19 protocols.
    What documents to you need when you get your Real ID?
    In the meantime, you can start collecting the documents you need to get your Real ID.    You need four documents to obtain one.    These include:
1. Proof of identity
    Bring ONE of the following items:
Certified birth certificate
U.S. passport h Passport card
2. Proof of Social Security number
    Bring ONE of the following items:
Social Security card
W-2 form 3. Proof of residency
    Bring TWO of these showing your current address:
Utility bill
Credit card statement
Bank statement
Insurance policy
What about my kids?
    The TSA does not require IDs for children younger than 18 if they are traveling with an adult within the United States.    However, the agency recommends checking with your airline for its specific requirements.
How much does it cost?
It varies by state. Check with your state's driver's license agency.
Can I use another form of ID?
    According to the TSA website, you can show any of the following to board a domestic flight in the United States after Oct. 1, 2021:
U.S. passport
U.S. passport card
    DHS trusted traveler card (Global Entry, Nexus, Sentri, FAST)
U.S. Department of Defense ID, including IDs issued to dependents
Permanent resident card
Border crossing card

    VATICAN CITY (Reuters) - Pope Francis on Saturday urged people to pull investments from companies that are not committed to protecting the environment, adding his voice to calls for the economic model that emerges from the coronavirus pandemic to be a sustainable one.
    Francis spoke in a video message for an online event called "Countdown Global Launch, A Call to Action on Climate Change."
    "Science tells us, every day with more precision, that we need to act urgently ... if we are to have any hope of avoiding radical and catastrophic climate change," he said.
    The pope listed three action points: better education about the environment, sustainable agriculture and access to clean water, and a transition away from fossil fuels.
    "One way to encourage this change is to lead companies towards the urgent need to commit to the integral care of our common home, excluding from investments companies that do not meet (these) parameters ... and rewarding those that (do)," he said.
    He said the pandemic had made the need to address the climate crisis and related social problems even more pressing.
    "The current economic system is unsustainable.    We are faced with a moral imperative ... to rethink many things," he said, listing means of production, consumerism, waste, indifference to the poor, and harmful energy sources.
    In June, a Vatican document urged Catholics to disinvest from the armaments and fossil fuel industries and to monitor companies in sectors such as mining for possible damage to the environment.
    Other speakers and activists at the online event included actress Jane Fonda, Britain,'s Prince William, former U.S. Vice-President Al Gore, and European Commission President Ursula von der Leyen.

    ROME (Reuters) - Pope Francis has said that same-sex couples should be protected by civil union laws in some of the clearest language he has used on the rights of gay people since his election seven years ago.
    He made his comments in a new documentary "Francesco" by Oscar-nominated director Evgeny Afineevsky that was released on Wednesday.
    "Homosexual people have a right to be in a family.    They are children of God and have a right to a family.    Nobody should be thrown out or be made miserable over it," he said.
    "What we have to create is a civil union law.    That way they are legally covered.    I stood up for that," he said.
    The pope appeared to be referring to when he was archbishop of Buenos Aires and opposed legislation to approve same-sex marriages but supported some kind of legal protection for the rights of gay couples.
    The Catholic Church teaches that homosexual tendencies are not sinful but homosexual acts are.    It teaches that homosexuals should be treated with dignity but is opposed to gay marriage.
    Papal biographer Austen Ivereigh told Reuters that the pope's comments in the film were some of the clearest language the pontiff has used on the subject since his election in 2013.
    "Pope Francis' clear and public support for same-sex civil unions marks a new stage in the church's relationship with LGBTQ people," said Father James Martin, a Jesuit priest and author of "Building a Bridge," a book about Catholic ministry to homosexuals.
    "It shows his overall pastoral approach to LGBTQ people, including those who are Catholic, and sends a clear message to those bishops and Church leaders who have opposed such laws," Martin told Reuters.
'A VERY POSITIVE MOVE'
    A spokesman for United Nations Secretary-General Antonio Guterres, who is a devout Catholic, described the pope's remarks as "a very positive move."
    "The Secretary-General has spoken out very forcefully against homophobia in favor of LGBTQ rights, that people should never be persecuted or discriminated against just for who they love," U.N. spokesman Stephane Dujarric said.
    The pope, who early in his papacy made the now-famous "Who am I to judge? remark about homosexuals trying to live a Christian life, spoke in a section of the film about Andrea Rubera, a gay man who with his partner adopted three children.
    Rubera says in the film that he went to a morning Mass the pope said in his Vatican residence and gave him a letter explaining his situation.
    He told the pope that he and his partner wanted to bring the children up as Catholics in the local parish but did not want to cause any trauma for the children.    It was not clear in which country Rubera lives.
    Rubera said the pope telephoned him several days later, telling him he thought the letter was "beautiful" and urging the couple to introduce their children to the parish but to be ready for opposition.
    "His message and his advice was really useful because we did exactly what he told us.    It's the third year that they (the children) are on a spiritual path in the parish," Rubera says in the film.
    "He didn't mention what was his opinion about my family so (I think) he is following the doctrine on this point but the attitude towards people has massively changed," he said.
    In the United States, Alphonso David, president of the Human Rights Campaign, the country's largest LGBTQ civil rights organization, said in a statement on Wednesday:
    "Many members of the LGBTQ community have had difficulty engaging with places of worship because they have not been accepting of LGBTQ people.    We are hopeful that this is another in a line of many actions toward full inclusion and acceptance for LGBTQ people in Catholicism, and in all faiths."

    ROME - Pope Francis became the first pontiff to endorse same-sex civil unions in comments for a documentary that premiered Wednesday, sparking cheers from gay Catholics and demands for clarification from conservatives, given the Vatican's official teaching on the issue.
    The papal thumbs-up came midway through the feature-length documentary "Francesco," which premiered at the Rome Film Festival.    The film features fresh interviews with the pope.
    "Homosexual people have the right to be in a family.    They are children of God," Francis said in one of his sitdown interviews for the film.    "i>You can’t kick someone out of a family, nor make their life miserable for this.    What we have to have is a civil union law; that way they are legally covered."

    Catholic teaching says gays must be treated with dignity and respect but that homosexual acts are "intrinsically disordered."

    CARACAS (Reuters) - Venezuelan President Nicolas Maduro on Thursday asked the country's National Assembly to discuss same-sex marriage during its next term beginning in January, citing Pope Francis' comments this week supporting civil unions for same-sex couples.
    The Pope's comments were the clearest language yet he has used on the rights of gay people.    Gay marriage is not currently legal in heavily Roman Catholic Venezuela, despite laws or court decisions in other South American countries such as Argentina, Brazil and Colombia legalizing same-sex marriage.
    "I have friends and acquaintances who are very happy with what the Pope said yesterday." Maduro said at an event with leaders of his ruling Socialist Party ahead of legislative elections scheduled for Dec. 6.    "I will leave that task, the task of LGBT marriage, to the next National Assembly."
    The National Assembly is currently under opposition control.    The opposition has vowed to boycott the vote, arguing Maduro plans to rig it in his party's favor.

    The percentage of Americans who support same-sex marriage has reached an all-time high, according to a national poll released Monday.
    The survey, conducted by the Public Religion Research Institute in partnership with the Brookings Institution, found 70% of Americans favor allowing gay and lesbian couples to marry legally.    The majority of political and religious groups surveyed also expressed support for same-sex marriage.
    Eighty percent of Democrats, 76% of independents and half of Republicans support marriage equality, according to the survey from the nonprofit, nonpartisan research organizations.
    Most major religious groups followed the same trend, including 90% of religiously unaffiliated Americans, 79% of white mainline Protestants, 78% of Hispanic Catholics, 72% of members of non-Christian religious groups, 68% of Hispanic Protestants, 67% of white Catholics, 57% of Black Protestants and 56% of members of other Christian religious groups.
    White evangelical Protestants were the only major religious group in which a majority (63%) opposes allowing gay and lesbian couples to marry.
    The survey findings were published before news broke Wednesday that Pope Francis endorsed same-sex civil unions, sparking cheers from gay Catholics and demands for clarification from conservatives, given the Vatican's official teaching on the issue.
    More than 8 in 10 Americans favor laws that would protect gay, lesbian, bisexual and transgender people against discrimination in jobs, public accommodations and housing.    Majorities of every political and religious group favor these nondiscrimination laws.
    President Donald Trump has restricted transgender people from serving in the military, opposed the Equality Act - a bill that would have ensured federal protections for LGBTQ people - and revoked protections for transgender students in schools.
    The results also come ahead of the Senate vote to confirm Trump's nominee Amy Coney Barrett to the Supreme Court, a move which advocates view as threatening to the LGBTQ community.
    The results are part of the 11th annual American Values survey, which polled 2,538 American adults from Sept. 9 to 22 on a variety of topics.    Although respondents largely agreed on issues of LGBT rights, the survey found supporters of different presidential candidates largely disagree on other major issues, including the coronavirus pandemic and the widespread racial justice protests.
    "Republicans and Democrats seem to be living in different countries," PRRI founder Robert P. Jones said in a statement.    "Republicans see terrorism and crime as the most pressing issues while Democrats are more concerned about the coronavirus pandemic, health care and racial inequality."

    VATICAN CITY (Reuters) - Pope Francis, leaving his mark on the Roman Catholic Church into the future, named 13 cardinals from eight countries on Sunday, including nine who are eligible to enter a conclave to elect his successor after his death or resignation.
    The nine new cardinal electors, whom the pope listed in a surprise announcement while addressing pilgrims from his window overlooking St. Peter's Square, include Archbishop Wilton Gregory of Washington D.C.
    Gregory, who will become the first African-American to hold the rank, has become a national figure in recent months.    He has called for dialogue to ease racial tensions in the United States following the death of George Floyd in the custody of Minneapolis police in May
.
    He has also indirectly clashed with U.S. President Donald Trump last June when he said he found it "baffling and reprehensible" a Catholic Church in Washington allowed Trump to use the facility for a photo opportunity.    Trump supporters later denounced Gregory.
    The 13 new cardinals will be elevated to the high rank at a ceremony known as a consistory at the Vatican on Nov. 28, and the selection of more cardinal electors increases the possibility that the next pope will be someone who will continue Francis' policies.
    Francis has now appointed about 57% of cardinal electors, whose number rises to about 128 with the naming of the new cardinals.    The others were appointed by Francis' two more conservative predecessors, Pope Benedict XVI and Pope John Paul II.
    Church rules usually limit the number of cardinal electors to 120 but popes have bent that limit by naming more, factoring in that some will turn 80 in the coming year.
    The nine new electors come from Italy, Malta, Rwanda, the United States, the Philippines, Chile, Brunei and Mexico.
    Two of the new cardinals, Archbishop Antoine Kambanda of Kigali, Rwanda, and Bishop Cornelius Sim of Brunei appear to be part of Francis' policy of giving more prestige to the Church in far-flung places, often where Catholics are a tiny minority.
    His elevation of Archbishop Celestino Aos Braco of Chile to the rank of cardinal is significant because it is part of Francis' attempt to heal the country still reeling from a sexual abuse crisis
.
    The new cardinal's predecessor as archbishop of Santiago, Cardinal Ricardo Ezzati, was the highest-ranking member of the Chilean Church to be caught up in the scandal.
    The appointment of Aos Braco was particularly stinging to Chileans because he is Spanish and not a native, signalling the pope's conviction that an outsider was needed to clean up the situation.
LONG SERVICE
    The four non-electors, who will not be allowed to enter a conclave because they are over the age of 80, are being elevated to the high rank because of their long service to the Church.    They come from Italy and Mexico.
    They include Archbishop Silvano Tomasi, an Italian who has worked around the world and is one of the Church's top experts on immigration.
    The nine new cardinal electors under the age of 80 are:

    "Francesco," a documentary in which Pope Francis made landmark comments in support of LGBTQ civil unions, prompted international headlines with its Rome Film Festival debut last week.    Director Evgeny Afineevsky spoke about the pope's overall message of love in an interview that aired following the documentary's U.S. debut Sunday at the Savannah Film Festival.
    "Pope Francis teaches us, 'Stop putting labels over the people.    Stop putting frames over the people.    We are all human beings; we are all children of God.'    That's a big, beautiful lesson we all need to learn," said Afineevsky, speaking from Rome in an interview recorded after the globally discussed premiere.    "That's the most important lesson: It doesn't matter what sexuality you have, what nationality you have, what religion you have.    The most important aspect is to be a good human being."
    The "Francesco" attention has lasered in on one Francis comment during the two-hour documentary.    Afineevsky's film follows the globe-trotting pope before COVID-19 and discusses the issues close to his heart: climate change, refugees and social inequality.
    At the one-hour, six-minute mark, Francis drops the bombshell quote that he supports same-sex civil unions.
    "What we have to create is a civil union law," Francis says of same-sex couples.    "That way they are legally covered.    I stood up for that."
    The Associated Press reported that in the "firestorm" following the premiere, the pushback to the comments was swift from predictable corners.    Cardinal Raymond Burke, Francis' frequent nemesis on matters of doctrine, said the pope's comments were devoid of any "magisterial weight."    But Burke expressed concern that such personal opinions coming from the pope "generate great bewilderment and cause confusion and error among Catholic faithful."
    Christopher Lamb of Britain's The Tablet magazine noted Friday that in some countries, the rights of gays are a life and death matter, and that Francis was merely positioning the church to defend LGBTQ Catholics.
    "The pope is willing to 'break a few plates' to ensure he communicates this Gospel-based message of compassion," he tweeted.
    Singer Elton John thanked Francis on Instagram, discussing how important his "civil union and subsquent marriage" to David Furnish has been.
    "Giving your blessing to same sex civil unions is a major step towards equality, and a foundation for which countless others can enjoy the same protections and happiness," John wrote to Francis in the post.    "God bless you."
    In further controversy around the "Francesco" documentary, AP reported that Francis' media advisers confirmed the filmed comments in fact came from a 2019 interview with Mexican broadcaster Televisa.
    Televisa confirmed the origin of the quotes, but said the comments never aired.    AP quoted a source who said the Vatican, which used its own cameras to shoot the Francis interview and provided raw footage to Televisa afterward, had deleted the civil union quote in question.
    Afineevsky did not address the controversy around Francis' comments when the interview aired Sunday, but seemed to allude it when saying of the documentary, "I guess every person finds something that bothers him or (that is) close to his heart, something that can change his life."

    WARSAW (Reuters) - A Polish abortion rights support group said it had seen a sharp rise in calls to its helpline since activists started spraying its number on buildings, statues and signs during more than a week of mass protests.
    Demonstrators were converging on Warsaw on Friday for their eighth straight day of rallies against a constitutional court ruling that amounted to a near-total ban on abortion.
    "The number of our helpline has appeared on public television ..., on sidewalks, walls, even on churches," Justyna Wydrzynska from the support group Abortions Without Borders told Reuters.
    Some of the calls were from women seeking abortions who said they had been turned away by hospitals, even though the ruling is not yet enforceable, she said.
    Others came from people calling to express support or just to check that the number worked, that they could use it when needed.
    Before the protests, the group got around 400 calls a month, Wydrzynska said. In the days after the protest, it received almost 600 phone calls and more than 1 million zlotys ($258,100) in donations, she added.
    Kinga Jelinska, an Amsterdam-based activist who runs an online service called Women help Women providing information on carrying out safe abortions, said she had seen an almost 40% increase in web traffic since the protests began.
    It is "because of the protest and solidarity of people who say, no, we are going to support each other ..., spreading and sharing the information including the hotline number and the website," Jelinska said.
LEGAL CONFUSION
    The Court decision on Thursday last week restricted abortions due to foetal defects - ending the most common of the few legal grounds left for abortion in Poland and setting the country further apart from the European mainstream.
    A post on the government legislation website says the ruling should be published and therefore effectively enforceable by Nov. 2.
    Many of the callers were unsure whether the ruling had come into force or said they had already been turned away by hospitals, said Krystyna Kacpura, the director of Poland's Federation for Women and Family Planning (Federa).
    "A lot of hospitals are scared.    They are worried the hospital will be held criminally responsible, that the ruling could be enforced the next day and that it will be binding as of midnight," she added.
    Federa said some woman had been turned back by Warsaw's Bielanski Hospital.    Hospital director Dorota Galczynska-Zych said staff continued to offer the procedure and would do until the publication - but she acknowledged there had been some confusion over how and when the ruling would be enforced.
    "De facto, I'm not a lawyer, but the Constitutional Tribunal has created a new criminal category that could lead to three years of imprisonment," Galczynska-Zych said in a statement.
    The city of Warsaw released a statement on Monday saying all of its hospitals that had offered abortions earlier would continue to do so until the ruling was published.
    Catholic anti-abortion group Ordo Iuris called on doctors to treat the ruling as immediately enforceable.
    "We have to fully protect the rights of these unborn children, already now," Karolina Pawlowska from the group said.

    VATICAN CITY (Reuters) - Pope Francis said in an interview published on Friday that he is determined to root out corruption in the Catholic Church but that he is not overly optimistic because it is a centuries-old human problem.
    In an interview with the Italian news agency AdnKronos, Francis also said he listens to his critics but can't allow himself to get bogged down by every negative thing they say.
    "Unfortunately corruption runs in cycles.    It repeats itself.    Someone comes along who cleans things up but it starts again until someone else comes along to put an end to this degeneration," he said.
    In a shock move last month, Francis fired Cardinal Angelo Becciu, a former top Vatican official, accusing him of embezzlement and nepotism.    Becciu, who also has been caught up in a scandal involving the Vatican's purchase of a luxury building in London, has denied all wrongdoing.
    Cecilia Marogna, a 39-year-old Italian who worked for Becciu, was released after more than two weeks in jail on Friday pending a judge's decision on an extradition request from the Vatican.
    "I know I have to do it (fight corruption), I was called to do it, but it will be the Lord to decide if I did well or not.    Sincerely, I am not very optimistic," Francis said, smiling.
    He was referring to the mandate he received from cardinals who elected him in 2013 to clean up Vatican finances after a string of scandals during the pontificates of his two immediate predecessors, Pope Benedict and Pope John Paul II.
    "There are cases of malfeasance, of betrayals, that wound those who believe in the Church.    These people (corrupt churchmen) certainly don't behave like cloistered nuns."
    Conservative Catholics have criticised the pope, saying he sends mixed signals on issues such the pastoral care of homosexuals and those who remarry civilly without Church annulments.
    "Criticism can be constructive, and if it is I take it all on board because it can lead to self-examination ... but I can't let myself be dragged down by every non-positive thing written about the pope," he said.

    The rollout of the Real ID, which complies with security standards enacted by Congress after 9/11, has been beset by delays in Kentucky and several other states.
    The deadline to acquire a driver's license or state identification card that complies with the Real ID law, which will require the new licenses for those boarding flights in the U.S., was initially set for the fall of 2020 before the federal government pushed that deadline to Oct. 1, 2021, due to the coronavirus pandemic.
    Once that deadline arrives, Kentucky's standard licenses will no longer be accepted to board U.S. flights or enter restricted federal facilities, like military bases, nuclear power plants or the White House.
    However, if you have a passport and prefer to use that each time you fly domestically, then obtaining a new standard license, which is cheaper than the new "Travel ID," will work.

    The Catholic Church and its priests cannot bless same-sex unions because "cannot bless sin," the Vatican said Monday.
    The Vatican's orthodoxy office, the Congregation for the Doctrine of the Faith, said it was responding to questions about gay unions.    The two-page statement published in seven languages was approved by Pope Francis.
    "The blessing of homosexual unions cannot be considered licit," the statement said, adding that "there are absolutely no grounds for considering homosexual unions to be in any way similar or even remotely analogous to God's plan for marriage and family."
    The church and priests can still bless people who are gay who live in "fidelity," the statement said.    "Rather, it declares illicit any form of blessing that tends to acknowledge their unions."
    Francis DeBernardo, executive director of New Ways Ministry, an LGBTQcentered Catholic ministry, told USA TODAY that the statement was disappointing but not surprising.    Catholics, he said, will continue to find creative ways to bless the couples they love and support.
    "What the Vatican doesn't realize is that the Catholic faithful are not satisfied with that answer," DeBernardo said.    "Catholic people recognize the holiness of the love between committed samesex couples and recognize this love as divinely inspired and divinely supported and thus meets the standard to be blessed."
    Monday's statement from the Vatican comes less than six months after revelations of Pope Francis' stunning endorsement of same-sex civil unions were made public.
    "Homosexual people have the right to be in a family.    They are children of God," Francis said in a 2019 interview for the documentary "Francesco."    "What we have to have is a civil union law.    That way they are legally covered."
    Legally covered, but not churchsanctioned.    Francis made the comment during an interview with a Mexican broadcaster, Televisa.    It was cut by the Vatican but later appeared in a documentary.
    Monday's Vatican statement says God "never ceases" to bless all people, including people who are gay.
    "But he does not and cannot bless sin," the statement said.    "He blesses sinful man, so that he may recognize that he is part of his plan of love and allow himself to be changed by him. ... The Church does not have, and cannot have, the power to bless unions of persons of the same sex."
    Jim Bretzke, a priest, author and professor of theology at John Carroll University in Ohio, said the Vatican's latest statement on the question appears to be attempting to "thread a needle" in its acceptance of gay people but not gay unions.
    "The Church explicitly says gay men and women can be blessed," he said.    "But that the domestic union of a gay couple should not be liturgically blessed, lest people misinterpret this blessing as a form of Catholic 'marriage lite.'" 3/16/2021 Pope says priests can't bless same-sex unions - Pontiff: Church does not see them as 'God's plan' by John Bacon, USA TODAY
    The Catholic Church and its priests cannot bless same-sex unions because God "cannot bless sin," the Vatican said Monday.
    The Vatican's orthodoxy office, the Congregation for the Doctrine of the Faith, said it was responding to questions about gay unions.    The two-page statement published in seven languages was approved by Pope Francis.
    "The blessing of homosexual unions cannot be considered licit," the statement says, adding that "there are absolutely no grounds for considering homosexual unions to be in any way similar or even remotely analogous to Gods plan for marriage and family."
    The church and priests can still bless people who are gay who live in "fidelity," the statement says.    "Rather, it declares illicit any form of blessing that tends to acknowledge their unions."
    Francis DeBernardo, executive director of New Ways Ministry, an LGBTQ-centered Catholic ministry, told USA TODAY the statement was disappointing but not surprising.    Catholics, he said, will continue to find creative ways to bless the couples they love and support.
    "What the Vatican doesn't realize is that the Catholic faithful are not satisfied with that answer," DeBernardo said.    "Catholic people recognize the holiness of the love between committed same-sex couples and recognize this love as divinely inspired and divinely supported and thus meets the standard to be blessed."
    Monday's statement from the Vatican comes less than six months after revelations of Pope Francis' stunning endorsement of same-sex civil unions were made public.
    "Homosexual people have the right to be in a family.    They are children of God," Francis said in a 2019 interview for the documentary "Francesco."    "What we have to have is a civil union law.    That way they are legally covered."
    Legally covered, but not church sanctioned.    Francis made the comment during an interview with a Mexican broadcaster, Televisa.    It was cut by the Vatican but later appeared in a documentary.
    Monday's Vatican statement says God "never ceases" to bless all people, including people who are gay.
    "But he does not and cannot bless sin," the statement says.    "He blesses sinful man, so that he may recognize that he is part of his plan of love and allow himself to be changed by him. ... The Church does not have, and cannot have, the power to bless unions of persons of the same sex."
    Jim Bretzke, a priest, author and professor of theology at John Carroll University in Ohio, said the Vatican's latest statement appears to be attempting to "thread a needle" in its acceptance of gay people but not gay unions.
    "The Church explicitly says gay men and women can be blessed," he said.    "But that the domestic union of a gay couple should not be liturgically blessed, lest people misinterpret this blessing as a form of Catholic marriage lite."

    The pope has a complicated history with the LGBTQ community, specifically on same-sex marriage.    As archbishop of Buenos Aires, Argentina, he endorsed civil unions for gay couples in lieu of same-sex marriages.    Months into his papacy, he was quoted as saying: "If someone is gay and he searches for the Lord and has good will, who am I to judge?"
    But Francis also has repeatedly condemned same-sex marriage during his time as pope - emphasizing the Catholic dictum of marriage remaining between a man and a woman in multiple statements.
    "The declaration of the unlawfulness of blessings of unions between persons of the same sex is not ... intended to be a form of unjust discrimination," the statement Monday says.    "But rather a reminder of the truth of the liturgical rite."

3/30/2021 GOP Lawmakers Push-Back Against Vaccine Passports by OAN Newsroom

    Democrats are getting push-back from Republicans over their calls to require Americans to use coronavirus passports.    Joe Biden is reportedly working with companies to create an app showing proof of vaccination.
    If the passes were used on a national scale, businesses would require Americans to show their passports to be able to use their services.    New York became the first state to enforce such a rule using IBM's Excelsior Pass app, which shows businesses a user's personalized QR code.
    However, several Republicans are pushing back against the idea and are claiming it infringes on American's individual freedoms.    Critics are lambasting Democrats who are promoting vaccine passports while arguing it shows their liberal hypocrisy.
    House Republican Whip Steve Scalise said he finds it strange that Democrats are quick to paint voter ID laws in a bad light yet they are all of a sudden huge supporters of Americans having to show IDs when going about their daily lives.
    Additionally, Ohio Rep. Jim Jordan took to Twitter to condemn the Biden administration for flirting with the idea of showing vaccination passports.
    Other Republicans are expressing concerns over privacy issues that could arise from mandating the apps.    They believe the ethical problems outweigh the potential benefits of the passports.
    In the meantime, Florida Gov. Ron DeSantis is the first GOP lawmaker to take concrete steps against the measures.    The Republican said he will take executive action if the federal government and private sector moves to impose the passports.    DeSantis added, the nation should not have to take such drastic measures as long as health officials can effectively vaccinate Americans.

    If you've been unable to get a travel compliant Real ID driver's license because of the coronavirus pandemic, you can relax a bit.    The deadline has been extended another 19 months.
    On Tuesday the Department of Homeland Security once again delayed the full implementation of the law requiring people to have a Real ID in order to board domestic flights and enter some federal buildings.
    The department postponed the Real ID deadline from Oct. 1, 2021, to May 3, 2023.
    Congress passed the Real ID Act in 2005 in response to the terrorist attacks of Sept. 11, 2001.    It aimed to standardize the criteria used to issue driver's licenses and other state IDs across the country.    After delays, the act was supposed to go into full effect on Oct. 1, 2020, but that was pushed back.
Why the Real ID deadline was extended again
    The pandemic has caused many state licensing agencies to shift to appointment- only service.    The DHS said that has "significantly limited states' capacity to issue Real ID-compliant drivers licenses and identification cards."
    The agency estimates 43% of all state-issued driver's licenses and identification cards are Real ID-compliant.
    "As our country continues to recover from the COVID-19 pandemic, extending the Real ID full enforcement deadline will give states needed time to reopen their drivers licensing operations and ensure their residents can obtain a Real ID-compliant license or identification card," Alejandro N. Mayorkas, secretary of Homeland Security, said.
    Two trade groups, the U.S. Travel Association and the Airports Council, applauded the delay.
    "Getting to Real ID compliance on time was already going to be a challenge before COVID shut down DMVs for extended periods," Tori Emerson Barnes, the U.S. Travel Association executive vice president for public affairs and policy, said in a statement.    "Significant travel disruption was likely if the deadline were allowed to hit, which the U.S. economy can't afford after a $500 billion decline in travel spending last year and millions of travel jobs lost to the pandemic."
    The Airports Council International - North America, which represents commercial airports in the U.S. and Canada, also supported the move.     "Extending Real ID requirements until May 2023 will help provide additional time to educate travelers and ensure they have the ability to more easily apply to obtain REAL ID-compliant identification so they will be ready to travel," president and CEO Kevin M. Burk said.
What is the difference between a Real ID and a regular license?
    How do you know if your driver's license is a Real ID?    Look in the top right corner.    If you see a gold star, your license is Real ID-compliant.    If you don't have that gold star, you may need to upgrade your license or carry another identification when you travel.
What do I need to get a Real ID?
    Due to the COVID-19 pandemic, many states are requiring appointments at their state licensing agency offices.
    Find your state's information on DHS' interactive map.    Expect to bring proof of identity and residency and your Social Security number.
Do kids need a Real ID?
    The Transportation Security Administration does not require IDs for children younger than 18 if they are traveling with an adult within the United States.    However, the agency recommends checking with your airline.
Do I need a Real ID if I have a passport?
    According to the TSA website, all of these are Real ID travel-compliant:     U.S. passport.
    U.S. passport card.
    DHS trusted traveler card (Global Entry, Nexus, Sentri, FAST).
    U.S. Department of Defense ID, including IDs issued to dependents.
    Permanent resident card.
    Border crossing card.
    State-issued enhanced driver's license.
    Federally recognized, tribal-issued photo ID.
    HSPD-12 PIV card.
    Foreign government-issued passport.

    This tends to have limited or demarcated power to enforce compliance.    Global governance involves multiple states including international organizations with one state having more of a lead role than the rest.    The modern question of world governance exists in the context of globalization and globalizing regimes of power: politically, economically and culturally.    In response to the acceleration of worldwide interdependence, both between human societies and between humankind and the biosphere, the term "global governance" may name the process of designating laws, rules, or regulations intended for a global scale.

    PARIS - The new head of the Organization for Economic Cooperation and Development said Tuesday that he is "quietly optimistic" about reaching an international deal on taxing multinational companies, and he called U.S. President Joe Biden's recent proposal a "game changer."
    OECD Secretary-General Mathias Cormann made the remarks at a news conference after taking over from Angel Gurria, who had led the Paris-based organization since 2006.
    More than 140 countries are taking part in talks convened by the OECD that focus on a global minimum for corporate taxation to deter big companies from shifting their profits to low-tax jurisdictions, and on taxing multinationals that earn substantial revenue in countries where they have no physical presence, such as internet retailing and digital advertising companies.
    The talks had stalled over issues such as whether companies could choose to opt in to any new system, a proposal put forward by the United States under the administration of former President Donald Trump.
    Biden has proposed setting at least a 15% minimum global corporate tax that would put a floor under tax rates and end what Treasury Secretary Janet Yellen has called a "race to the bottom" in which tax havens use low rates to attract revenue.    The global rate, part of a tax proposal aimed at helping pay for Biden's infrastructure program, also would raise the U.S. corporate tax rate from 21% to 28%.
    "I think the approaches taken by the Biden administration in relation to this issue have been a game changer," Cormann said.
    "I think that we are in a much better position than we were towards the end of last year," he said.    "I'm quietly optimistic that with the level of goodwill that was demonstrated by all during the meeting today, if we continue to carry this forward, that there will have an opportunity for a sensible consensus."
    Competition to cut corporate tax rates has been "undermining the United States' and other countries' ability to raise the revenue needed to make critical investments," according to the U.S. Treasury.
